New Jersey:

Rutgers University is authorized by the New Jersey Secretary of Higher Education, P.O. Box 542, Trenton, NJ 08625. 

National Council for State Authorization Reciprocity Agreement:

Rutgers University was approved to participate in the National Council for State Authorization Reciprocity Agreement (SARA) in 2017. SARA is a voluntary agreement between the District of Columbia, the U.S. Virgin Islands, and all states except California and Massachusetts. SARA establishes comparable standards for offering online courses and programs. As a SARA participant Rutgers has the ability to offer online courses and programs to residents of member states and the District of Columbia.

Because Rutgers is an out-of-state public degree-granting institution, the University is not under the purview of the California Bureau for Private Postsecondary Education. Without a physical presence in Massachusetts, the University is not required to obtain authorization from the Massachusetts Board of Higher Education. Therefore, with the program exceptions given below Rutgers may offer online courses and programs to residents of all states and territories.

Tennessee:

RN to BSN program: Prospective students residing in Tennessee are excluded from enrolling in the online RN to BSN program. 

Washington:

RN to BSN program: Prospective students residing in Washington are excluded from enrolling in the online RN to BSN program.
